Effective 2026-09-18 · PermitScope · permitscope.dev · These terms govern every purchase from PermitScope, one-time or recurring. Completing a purchase, or the first charge of a subscription, constitutes acceptance. See also our Privacy Policy.

1. What the report is

A market-intelligence report is an analysis of building-permit records published by a municipality. It states, for a named contracting business over a stated period: the number of permits filed, that business's rank and share among all businesses filing permits in the same market and period, typical declared job values, and comparable aggregate figures for the market. It is business information compiled from public records. It contains no property-owner names, no owner contact information, and no information about any consumer.

2. Accuracy, and its limits

Figures are reproduced as the issuing municipality published them, without warranty of accuracy, completeness, or fitness for any purpose. Buyer acknowledges specifically that:

• Counts reflect permits filed with the municipality under a business name. Work performed without a permit, filed by the property owner, or filed under a materially different spelling of a business name will not appear.
• Municipalities publish on their own schedules, correct their own records, and may restate or withdraw them. Recent periods may be incomplete.
• Where a report narrows to a trade, it states whether that classification is the municipality's own or was matched from permit descriptions. A description-matched classification may omit a permit described unusually.
• Rank and share are computed only over permits the municipality published and attributed. They are not a measure of revenue, jobs performed, or business quality.
• A report's own stated date range may be longer than the period during which the named business actually filed any permit. A range describes what the record COULD contain, not a claim that every period within it shows activity.

Buyer will verify any figure independently before relying on it for a business decision. PermitScope is not liable for decisions made in reliance on the report.

3. Licence, and no resale

Buyer receives a non-exclusive, non-transferable licence to use the report for Buyer's own business purposes. Buyer shall not resell, sublicense, publish, or redistribute the report or its underlying figures, and shall not incorporate them into any data product, index, or service distributed to third parties. Reports are not exclusive: the same public records are available to anyone, and PermitScope may sell an analysis of the same market to any other business.

4. Not a consumer report

A market-intelligence report is not a consumer report under the Fair Credit Reporting Act (15 U.S.C. § 1681) and must not be used to determine any person's eligibility for credit, insurance, employment, housing or tenancy, or for any other "permissible purpose" under 15 U.S.C. § 1681b. PermitScope is not a consumer reporting agency.

5. Recurring subscription

PermitScope offers a recurring subscription to the monthly report for a named business, in addition to the one-time purchase described in section 6.

• Price and cadence. The subscription charges $9 per month, billed automatically on the same day of each month as your first charge, for as long as the subscription remains active. Prices include sales tax where applicable; nothing further is added at checkout.
• What each charge delivers. Each successful monthly charge delivers one report covering the most recently completed calendar month at the time of that charge, in the same content and form as the one-time 3-month tier's most recent month.
• Auto-renewal. The subscription renews automatically each month until cancelled. By subscribing, Buyer authorizes PermitScope to charge the payment method on file each month until cancellation.
• Cancellation. Buyer may cancel at any time, with no login and no contact required, using the one-click cancellation link provided at signup and in every subscription-related email. Cancellation takes effect at the end of the current paid period: cancelling never cuts off a month already paid for, and never triggers a partial refund for the unused remainder of that reason alone.
• If a charge fails. PermitScope's payment processor automatically retries a failed charge on its own schedule. If every retry fails, the subscription is cancelled by the processor and delivery stops; no further action is required of Buyer to stop being charged in that case.
• If PermitScope cannot deliver a paid month. If a specific month's report cannot be produced (for example, because the underlying municipal record does not support it), PermitScope will refund that month's charge in full and will not cancel the subscription on that basis alone. A month that could not be supplied is refunded, not treated as a reason to end the relationship.
• Refunds. The thirty-day, no-questions refund in section 11 applies to each individual subscription charge exactly as it applies to a one-time purchase.

6. Delivery and one-time purchases

Reports are delivered by email, or to a hosted link, ordinarily within minutes of a successful charge. A one-time purchase (any of the fixed time-range tiers offered on the buy page) is charged once and does not renew or recur; only the subscription described in section 5 charges more than once.

If a purchased report cannot be delivered, because the records will not support the period sold, or because delivery fails, PermitScope will refund that purchase in full. Because a report is a compilation of public records rather than a consumable, refunds after successful delivery are governed by section 11.

7. Retention of purchased reports

Buyer may retain a purchased report indefinitely for Buyer's own use, subject to section 3.

8. Disclaimer of warranties

EVERYTHING PERMITSCOPE SUPPLIES IS PROVIDED "AS IS" AND "AS AVAILABLE", WITHOUT WARRANTY OF ANY KIND. To the maximum extent permitted by law, PermitScope disclaims all warranties, express, implied, or statutory, including any implied warranty of merchantability, fitness for a particular purpose, title, accuracy, completeness, currency, or non-infringement.

PermitScope compiles records published by government agencies. It does not create those records, does not verify them independently, and does not warrant that they are accurate, complete, or current. Municipalities correct, restate, delay and withdraw their own records. Buyer is responsible for verifying any figure before relying on it.

PermitScope does not warrant that any report will produce work, revenue, customers, or any business outcome.

9. Limitation of liability

To the maximum extent permitted by law:

• Cap. PermitScope's total aggregate liability arising out of or relating to these terms, the reports, or any purchase, whether in contract, tort (including negligence), statute, or any other theory, shall not exceed the total amount Buyer actually paid PermitScope in the twelve (12) months preceding the event giving rise to the claim.
• Excluded damages. PermitScope shall not be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, nor for lost profits, lost revenue, lost business opportunity, lost or inaccurate data, or cost of substitute services, even if advised of the possibility.
• Basis of the bargain. Buyer acknowledges that these limitations are a fundamental basis of the bargain, that the prices reflect them, and that PermitScope would not supply reports at these prices without them.
• Survival. These limitations survive termination and apply even if a limited remedy fails of its essential purpose.

Nothing in these terms excludes or limits liability that cannot lawfully be excluded or limited, including liability for fraud, fraudulent misrepresentation, death or personal injury caused by negligence, or any liability that applicable consumer-protection law makes non-waivable. If any limitation in this section is held unenforceable, it applies to the maximum extent permitted and the remainder stays in effect.

10. Time limit for claims

Any claim arising out of or relating to these terms or any purchase must be brought within one (1) year after the claim arose, or it is permanently barred, except where applicable law forbids shortening the limitation period.

11. Refunds: thirty days, no questions asked

If you are not satisfied with a market-intelligence report for any reason, or no reason, email [email protected] within thirty (30) days of that charge and PermitScope will refund it in full. This applies to a one-time purchase and to each individual subscription charge alike. No explanation is required and none will be asked for. This is in addition to, and does not limit, the non-delivery refund in sections 5 and 6, or any right Buyer has under law.

PermitScope would rather return a small payment than have an unhappy customer, and says so here so that a buyer never has to argue about it.

12. If a report describes YOUR business: corrections and removal

This section is for contracting businesses named in a PermitScope report or sample, whether or not you have ever bought anything, and whether or not you have ever contacted us.

• What the figures are. They are counts of permits filed with a municipality under a business name, taken from that municipality's own published records. They are not a measure of revenue, of work performed, or of the quality of any business, and PermitScope makes no such claim about anyone.
• Correction. If a figure about your business is wrong, email [email protected] with the detail. PermitScope will investigate against the underlying public record and correct any error promptly, ordinarily within five (5) business days.
• Removal. You may ask to be excluded from future PermitScope reports and outreach entirely. That request will be honoured, and the exclusion is permanent.
• The underlying record. PermitScope can correct or remove what is in its systems. The government record that the figure came from remains published by the agency that created it and is outside PermitScope's control.

13. Governing law and venue

These terms are governed by the laws of the State of Wisconsin, without regard to its conflict-of-laws rules. The exclusive venue for any dispute is a state or federal court located in Wisconsin, and both parties consent to that jurisdiction. If any provision is held unenforceable, it is modified to the minimum extent necessary to make it enforceable, and the remainder stays in effect.

14. Purchases made before 2026-09-03

PermitScope previously sold a different product, "property-intelligence packs," containing property-owner contact information for use as sales leads. That product was withdrawn on 2026-09-03 and is no longer offered. It is governed entirely by the Legacy Terms of Sale, not by this document.
